The governance structure of the European Union is complicated and a delicate balance between the Commission, the European Parliament and the Councils of Ministers. By the Lisbon Treaty transparency has been enhanced and the powers of the European Parliament have increased. For many issues the European Parliament has gained a lot of new competences by a co-decision right, and it has not the least significant powers concerning the budget and the budgetary discipline. Therefore, the upcoming EP elections have gained in significance. But is the parliament in Strasbourg and Brussels an example for efficient organization? And how should one evaluate that Europe returns to more inter-governmental type of decision making whenever a crisis appears on the horizon?
Would repatriation of powers and subsidiarity help to improve the effectiveness and popularity of the EU?
EU-members regard themselves to be global champions of and for “good governance”. But is the EU itself in its present state a good example? Some member states criticise the lack of sufficient accountability, a democratic deficit and problems in implementing political decisions. Do these problems arise from member states being unwilling to cooperate more closely or are there inbuilt major flaws in the construction of the EU which should be addressed?
